They may be totally correct in giving those labels to states like UP, Bihar, Jharkhand are backward in terms of equality and inclusivity on gender, caste religions, education, and economy. Yes, I am going to talk about a state which is mostly ruled by "liberal parties," and its society is claimed to be full of "liberal" and "progressive" values and in no way it is "Cow dung" /"Bhindi" state.</div><div class="separator" style="clear: both;">Can you guess the name of the state?</div><div class="separator" style="clear: both;">Ok, let me give one more hint: this state is going for assembly polls in eight phases!</div><div class="separator" style="clear: both;">Yes, you got it right, West Bengal.</div><div class="separator" style="clear: both;">Let me put those questions pointing towards "darkness under lamp" backed by well-established facts:</div></div><h3 style="clear: both; text-align: left;">1. Can Women Freedom go well with high prevalence of Child Marriage?</h3> In West Bengal, <b>41.6% girls of 20-24 years</b> are married before the age 18 as per the latest NFHS 2019-20 report. This is HIGHEST in the country. Why? It was the same in NFHS 2015 as well. Why no decline?<h3 style="clear: both; text-align: left;">2. Can "Liberal Academic inclusive environment" go with poor inclusivity of Dalits and Adivasis in Higher education?</h3><br />Despite having the most academic intellect, West Bengal has not been inclusive in higher education. You don't think so? Ok, let us look at the following facts as per AISHE 2018-19 data of Ministry of Education, Govt of India :<br /><br />A) Only <b>9.6% of Adivasis (Scheduled Tribes) females </b>(18-23 year group) are able to access to Higher Education. It is 16.5% at all India level. Why and how in a state which is 'progressives' and not 'casteist' for sure.</div><div dir="ltr" trbidi="on"><br />B) Only <b>14.1% Dalits (Scheduled Caste) and 10.1% Scheduled Tribes</b> people of age 18-23 are enrolled in colleges and universities. There are only <b>20.83% of Faculty from SC-ST-OBC</b> community in West Bengal which is almost half to so called 'most casteist' state Bihar. Many farmers have confusion regarding how many installments they have got?<br /><br /><a href="https://www.blogger.com/#"><img border="0" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgAgw6II3x-OzqR_i7lI8CkFWzcffRAOg4iiXbaUtg11LOPaK_u-uUrLA6h-Z-qFJZ6N3ptm7x5BWJA3nT8K-vCG0nF16ZnWlxlTJps08OnQ_gtWj06fyAndVACXsZ8B9BJ8McMk6_RjpUB/d/Untitled+presentation+%252821%2529.png" /></a><br /><br />Govt of India launched the PM-KISAN scheme in Feb 2019. In this scheme, govt promised to provide 500rs per month to farmer’s bank account in three equal installments of Rs 2000(of four months) in a year starting from 1st Dec 2019. This announcement was made very close to the Loksabha election 2019. Govt pushed all its machinery for faster implementation of the scheme. It also succeeded to credit first installments of Rs 2000 to few crore farmers by 1st week of March 2019. Due to the election rush, money for the first two installments was credited in farmers’ bank account without much verification (even the name on AADHAR card was not matched with bank accounts). Even then, various farmers who registered on the portal couldn’t get the prescribed money due to wrong IFSC, account no or AADHAR was entered in the system mostly by govt officials working on the same. To remove such difficulty, govt later started online registration and correction of details through CSC and self on PM-KISAN portal. Govt also wanted to make AADHAR matching mandatory with Bank account details for 3rd installments due for period Aug19-Nov19 but various states govt showed the inability to do that verification process in a short time. Further govt relaxed that and made AADHAR verification mandatory for Dec19-March 2020 onwards.<br /><br /><img src="https://lh3.googleusercontent.com/M3PW2oZCiG5XfNvmzVQwMWBNqTq3cTOHXU_ZKnMFUVjKJ8JFPWGTbh6BK5Ia5UrsFA8YEUp_KtWUEKqy4ecvn9Lv0x33793pmCdvc4lZbxSMaXA1zQhEFc9sB__6EluQaAoqrVv8" /><br /><br /><br />This verification identified a mismatch in the name on the bank account, registered name on the portal, and AADHAR card thus payments to crores of farmers were stopped again. However, govt allowed them to get it corrected and promised to give due money for all periods since their registration date on the portal.<br /><br />Govt also clarified on the portal that farmers will get all installments for the period they registred on the portal but will not get the money of the period before that. For example, a farmer registering on the portal on 15 August 2019, wouldn’t get money for Dec18-March19 and Apr19-July 19 but would get all further installments of Rs 200. <br /><br /><img src="https://lh3.googleusercontent.com/1osyt_dl2xvdIphqoj7poi_nYkSMbrSHPOqx-7Lh6GwJ_bMiDbqvMsOHYSQqG-CW7o8OuxnFdryTx7RVmpgIzOJXqqrXgwDpwFfgXzSjfTeiqEt-WLnefEYGxKfU7P92URKaaPoL" /><br /><br />However, this clause is not widely known to all farmers. There has been huge lack of awareness regarding this rule. This has resulted in farmers waiting for all five installments(Dec18-March19, Apr19-Jul19, Aug19-Nov19, Dec19-Marc20, Apr20-July20) released by govt of India.<br /><br />The district and state-wise report shown on the PMKISAN portal was not clear, it only talks about how many farmers received how many installments ie. One, Two, Three, or Four. This leads to further confusion as it didn’t talk about the registration period or the money given for which period.<br /><br /><img src="https://lh6.googleusercontent.com/Yc34EhQDxpnuGwZJg2wS7gyk2bpVKtOUGJp03XHpj-9d0vgYgYu9XtvJ2n0HhWt01TSAE64I_1TCvli7E5Ox4FhD3gAzabHU80SROS6-J0g-sdjVz6ch_0v2H9sg7t53P5gV2bY3" /><br /><br /><div>The beneficiary status under the farmers' corner on the PMKISAN website shows the date of registration and status of the amount credited in the bank in a more clear way, still, it doesn’t tell about the time period of installments. From the date of registration mentioned in that portal, the farmer can know whether they have got all due payments or not by entering their AADHAR/account/mobile number.<br /><br />Example 1:<br /><br /><img src="https://lh6.googleusercontent.com/v7knh3h8u2LsoQJGut6sP1Aq19BHkKqwHo7w0W-i3CDbmRBtb-nifke5DqNOyUO2p8yKX9sFiQnN7lVtGBwHVfsoQ3Vo2ISi7lxD55WnAzd9vsQ9MhlC5APwFOgqD9dPT31zQ2TX" /><br />Here Registration date of the farmer is 21st Feb 2019 which lies in the period of Dec18-March 19 so he/she is eligible to get all five installments till July 2020 and also got it.<br />Example 2:<br /><br /><img src="https://lh5.googleusercontent.com/TZhWZtPxXoVCl01KZ095kXNc3wXUTsRs9IkjvWvfvz2vkn4ueV1Hzr-IsBPgNZU0Be6jVkNQvHWKhAy4KSaZpdCRxTcpBJnt5Y5aho1e3ura1Xy4rD4ul7HYdaNfYCnP6CT5kgw7" /></div><div><br />We can see that registration date is 25th July 2019 which lies in the period of Apr19-July19 so he/she is eligible for only four installments(April-Jul19, Jul-Nov19, Dec19-March20, and Apr-Jul20) and also got it so he/she should not wait for any more installment till 31st July 2020.<br /><br />Due to this unclarity and lack of awareness regarding the registration date clause, various reports in media were published citing fewer farmers getting money as scheme passes.<br /><br /></div><div>Recently, govt has added one more <a href="https://www.blogger.com/#">report page</a> on the PMKISAN portal which mentioned the registration period and period of installment for which farmers were paid.<br /><a href="https://www.blogger.com/#"><img border="0" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjciGsrPI5mBAVp5Xckslu232E1EWCgTlLh_QMLvBR3AS6GhtQA1aDuhym88lc4zaD2eCqIXwrwe0TR6Dx96vBkYrGrkslf0YvmlrJLbIOEJ1M50nnYfi_0EeWvVzqrxV369XN_SEcJRAKo/d/Screenshot+2020-06-30+18.54.18.png" /></a><br /><br /></div><div>This removes much viral confusion. The above picture clearly shows, with time, more farmers are added to schemes and eligible amounts have been credited to most of them. As of 29th June 2020, 8.46 crore farmers have got money due for Dec19-March20. In the lockdown period for which govt announced to frontload the installment, 8.41crore farmers have got Rs 2000 in their bank account for Apr-July 2020 period so far.<br /><br /></div><div>If one looks carefully on Dec19-March20, one find number of payment is reduced from the earlier period significantly. This is mostly due to the failure of AADHAR verification which was made mandatory this period onwards. There are lacs of farmers who have stopped getting money after Nov 2019 due to the mismatch of AADHAR. However, their bank account gets credited, after the correction of the name or AADHAR number. We may look at the below picture as an example no 3:<br /><br /><img src="https://lh6.googleusercontent.com/IT2cvlnUUtuH85-OfcDxRi-fscst4oKcl1DajuuoyR_Ipspqr59cjzQFTdOiKQXHQa99sutg8jc2gcJMMbJyLhiuyvgfmZwPkuMN00qOwalmNR9mcd-vOTD0HJbKwUkm0fh9w9kN" /><br /><br /></div><div>Although the farmer’s registered date is 25th Feb 2019, he had stopped getting money after three installmentsAug-Nov19) as his name on the portal was not matching with AADHAR card. He did correct his name as per AADHAR card on 13th Feb 2020 and then he has received pending installments of Dec19-March20 and Apr-Jul20 . Now he has no pending money from PMKISAN.<br /><br /></div><div>Still, there are lacs of farmers whose details have not been corrected as they may not have access to correct it through portal/CSC. Govt has launched a campaign to correct details of such farmers in April-may month. Let’s hope all eligible farmers get their details corrected as soon as possible and get their due amount in the bank account.<br /><br /></div><div>As per the answer given in parliament on <a href="https://www.blogger.com/#">3rd March 2020</a>, the number of farmers registered in different periods as below:<br /><br />Dec18-Mar19: 4,74,41,372 farmers were added on the portal which was the pre-election period.<br /><br /></div><div>Apr19-Jul19: 3,08,41,178 new farmers were registered on portal after the election period. <br /><br />Aug19-Nov19: Another set of 1,20,29,592 farmers have been added in this period for PM Kisan scheme.<br /><br />Dec19-Mar20 (ongoing as on 3rd march 2020): PM KISAN scheme does see new registration of 72,96,779 farmers till 3rd march 2020.<br /><br />By looking above and data available on the recent report portal, we can calculate fairly on how many % of farmers across India, registered till 31st Nov 2019 have got their due installments.</div><div><br /></div><div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjPr6Q3SOXtf6HLXDTu2przkN-NTt3VGSPM21JtC9W7wYd20YMNhBMUw0b9tzoJQBjDuQMvOhCnjfai_52jETSPVjYjtWzpTvNJhIfPmionf2qsB4gdelqYW7OkgzosawtJ8QZ1ydR_demj/s960/Untitled+presentation+%252822%2529.png" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="540" data-original-width="960" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjPr6Q3SOXtf6HLXDTu2przkN-NTt3VGSPM21JtC9W7wYd20YMNhBMUw0b9tzoJQBjDuQMvOhCnjfai_52jETSPVjYjtWzpTvNJhIfPmionf2qsB4gdelqYW7OkgzosawtJ8QZ1ydR_demj/d/Untitled+presentation+%252822%2529.png" /></a></div><div><br />This shows that more than 80% of farmers across all the registration periods have got all the installments for which they were eligible. AADHAR verification was started in the Dec19-Mar20 period mentioned in green, indicating a sharp decline in payment due to AADHAR mismatch. <br /><br />There are still a lot of farmers(about 67 lac across India as on 21st June) not getting the money due to the wrong details. If you come across such farmers kindly help them to get it corrected on the portal or through CSC. If details entered on the portal are not eligible for correction, then the farmer may register as a new beneficiary on the portal.<br /><br /></div><div>As per govt estimates of landholding, India has 14.5crore farmers holding land. So far around 9.96 crores have got registered under PMKISAN. More than 4.5 crores of farmers across India are still out of the PMKISAN scheme. Among these, 4.5 crores, 75lac farmers are from West Bengal alone as state govt have denied being part of this central scheme. There seems to be a lack of awareness, the inefficiency of govt machinery, lack of access to the internet for the remaining 3.75 crore farmers, yet to be covered in this scheme. Upcoming Bihar assembly has added 'political flavor' in the long-existing problem: unemployment. Opposition parties see an opportunity in making this a prime agenda in election and question government. PM Narendra Modi has also tried the grab this crisis and turn into the electoral gain. 'PM Garib Kalyan Rojgar Abhiyan" was launched in Bihar through video-conference on the 20th of June 2020. This scheme aims to provide jobs to migrants who have returned to selected 116 districts of 6 states, Bihar, UP, Rajasthan, Jharkhand, Odisha and Madhya Pradesh with a total budget of 50000 crores on 'mission mode' for 125 days.<br /><font size="5">How much MGNREGA has helped?</font><br />MGNREGA is already running a scheme that aims to provide 100 days of work in a year. The schemes have been widely criticized for its "backward nature", "corruption" that we are still digging land to provide jobs in the 21st century. It used to provide 182 rs per day as wage, which is further increased to Rs 202 from April 2020. Due to the nature of the scheme, it is expected that MGNREGA may not be able to generate an adequate number of jobs to employ a significant fraction of the population. It can only provide jobs to a small fraction of a state. <br />The estimated population of Bihar is about 12crore in 2019. This projects that Bihar has about 2.5 crore households. We analyze MGNREGA FY 2019-2020 data to check the dependence of people on this scheme for the job.<br />As per 2019-20 data available on the official website, 2.58 crores people from 1.83 crores households are registred under MGNERGA. This suggests that at least 73% of families in Bihar seek jobs from this scheme. <br /><font size="5">Are all of them being provided a job?</font> <br />Bihar govt was able to provide work to only 38.73 lac people under the umbrella of MGNREGA that for just 36.65 days in the whole year on average. 38.73 lac out of 2.58 crores person, amounts to just 15% . Six out seven-person were not provided any work, even though being registered for the scheme. <br />Such a large population seeking a source of income in MGNREGA, then not being provided for limitation of the scheme. People have questions like, has this app helped in the identification of positive cases or areas emerging as COVID hotspots. <br />Niti Aayog’s Arnab Kumar who is part of the Aarogya Setu development team revealed significant data regarding COVID as per <a href="https://www.blogger.com/#">TheHindu Business Line report</a>.<br /><a href="https://www.blogger.com/#"><img border="0" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhSoZhZER_5BeRCQyzDNKO93f1gPgOmjnwQSsaORvrA2wpfH5THZuvdiS6ASojdzxKYuPagPm5et5zYRejEkUVCxnKNWGi1Wk9OMrRYjVmWq-wOYGefy85bKYX0tjtzm6ui8B9_aNV1EuAx/d/aarogyasetu.jpg" /></a><br /><br />Kumar said that the total number of Aarogya Setu users has reached to 13.5 crores. This is close to 10% of the Indian population. As of 25th June, 1.33 lac users of the app are COVID positive. This amounts to 28% of total positive cases(4.73 Lac). <br />The app seems to help in contact tracing as it has alerted more than 28 lac people, for being at risk. Out of these, about 1.5 lac users were shown in "High Risk" and their samples were tested for COVID. More than 35000 users out of these 1.5 lac people were found COVID positive which amounts to 23.33% chance of "High Risk" people turning COVID positive. <br />App has helped in earlier identification of people at risk and putting them in isolation and detection of COVID. Earlier detection of COVID does save lives. In Mumbai, the large number of COVID deaths occurred within four days from detection in the month of April-May indicating they were brought to the hospital very late. <br />Aarogya Setu app has also helped authority for earlier identifications of more than 11000 emerging hotspots areas based on the self-assessment test of the users.<br />As we know, only 10% of our population is using this app and 1.33 lac is COVID positive among them. The sample size of 10% population should be good enough to make projections for the whole country. If we take the projection of this data in the context of the full population, we may have more than 13.3 lacs people actually infected form COVID by the third week of June in our country. This is at least double than reported/tested cases. <br />Amid privacy and trust issues, the Aarogya Setu app seems to be effective for contact tracing and early identification of infection so far, at least among users. It would only become more effective with a further increase in the number of users. However, I have one (personal) request to you. You may be fully aware that your govt and BJP workers have criticized the Mamta Didi for not implementing big central schemes like PM-KISAN. The criticism of TMC govt is rightly. They have deprived lacs of farmers of getting Direct cash benefits of Rs. 500 per month under PM-KISAN. West Bengal State has <strong>7356557 </strong>farmers holding land in their names as per press release of Agriculture Ministry on 28th June 2019. None of these 73.57 lac farmers has got single rupees yet as the state government haven't allowed them to avail the benefits of this scheme due to political ego or gain. In contrast, various other farmers have received upto Rs 10000 in their bank accounts for five instalments of 2000 each for Dec 2018-July 2020. Your government has saved <b>Rs 73,56,55,70,000</b> due to this ego clash with Mamta Didi. But the citizen, especially farmers living in the state, have no fault in this. </div>

But, this is the time to deliver! You may still help people of West Bengal with a big heart. I humbly request you to allot <b>Rs 7356.56</b> crores for relief and redevelopment of West Bengal in addition to whatever amount your govt has thought of. This additional money may be used for proper rehabilitation of 1 lac evacuated families(estimated) that too in order of 5 lac per family in worse effected areas. This would still left 2356 crores for redeveopling other effected areas.</div>

The comparison of the states based on the total number of cases or/and tests per million is widely being made on social media and TV news. All states are being compared without giving importance to their population and geographical area. When we compare states which consist of Delhi, based on the absolute number of COVID cases, we do injustice to the highly populated states like UP. Similarly, when we compare states just based on tests per million, we also do not fair with states like Odisha that are low on economic resources, especially testing capability in comparison to states like Kerala. Odisha can never test at the same rate as Delhi. We usually calculate the recovery rate as the ratio of total recovered patients to total confirmed cases till that day. It is almost impossible for any patient to recover on the same day he/she has been confirmed as COVID cases.<br />
<a name='more'></a>Therefore, the usual calculation of the recovery rate doesn’t do well for seeing the real picture.<br />
<br />
In light of the above, we look for parameters related to COVID cases, which can be used irrespective of population, testing capability, geographical area to compare Indian states. We look at such parameters that are readily available and not too complex to understand. We will not include data of states having less than 100 cases to limit the error due to the lack of data. First, the “percentage of COVID test turning negative” can give us the idea of how much the population of a particular country is safe from COVID irrespective of the testing rate. In doing this, we assume that even if every person(if a country has enough resources) is tested, at least this much % of people will turn negative. Second, “Adjusted Recovery Rate(ARR),” which we calculate as the ratio of total recovered people on a day to total confirmed cases in that country 14days back. Usually, COVID cases are confirmed with 1-14 days of delays from actual infection, and it takes about 14-28 days for a person to recover from the COVID from the exact infection date. Therefore, we decided to consider 14 days. We caution that ARR for few states could be more than 100% as recorded data talk about days of confirmed cases, not actual days of infection. So patients can recover earlier than 14 days from the confirmed date. The ARR beautifully takes care of the death rate without talking about death. The HIGH ARR also indicates better health care facilities and preparedness to tackle COVID patients in a particular state.<br />

Since the measure of transmission of COVID in the population of a region is very significant, we assign 95% weightage to “percentage of COVID test turning negative” and 5% weightage to “Adjusted Recovery Rate” in the calculation of COVID SAFETY INDEX for Indian states. One may look at the below table consisting of both the parameters which have been used by us to calculate the COVID Safety Index. ARR(Adjusted Recovery Rate) on 30th April is calculated as a ratio of total recovered cases on 30th April to total confirmed cases on 16th April or the latest available data for the state. We have used data from various state govt portal. There may be a delay or error of 1 day due to lag in reporting on the respective portal.<br />

Haryana, Karnataka, and Tamil Nadu are in the top three states based on the COVID safety index. Kerala and Odisha closely followed them. Delhi, the highest testing rate, has got ranked in bottom three as the HIGH positive rate does indicate that transmission of COVID in Delhi has widespread in patches and is reflected well. The story is almost the same for Maharashtra; COVID has transmitted in various areas of Maharashtra, especially Mumbai. MP(as expected, Govt machinery was not ready from the beginning! ), which does not have a high testing rate, but a high positive rate has put it in the bottom two. Odisha, a sate that does not have enough resources to do extensive testing, has succeeded in keeping a low positive rate among tested by implementing lockdown, tracing more effectively. However, all states are doing sort of fine(if not excellent) as none of them have fallen below 90% in COVID Safety Index. As India has diversity within states, we could make a better judgment if we can calculate COVID Safety index district wise across India, but unfortunately, we don't have data for the same at least not on the public platform. By looking at the index of all the states, it seems a fair comparison(up to a large extent), which indirectly normalizes the size, resources of a state.<br />

You may have seen a lot of curves comparing various countries based on total cases, total death, and recovery of COVID19 cases. Many of them do talk about the absolute number of cases and also don't count the time it takes for the patient to recover from COVID19 cases. There might be a delay of 1-14 days in the actual date of a person getting infected from COVID and date the person reported as COVID cases. Generally, it takes 14-28 days for a person to get recovered/discharged from the hospital. Therefore, we define Adjusted Recovery Rate(ARR) as a ratio of the Total Recovery cases on a date to total positive cases 14 days back. For example, if we want to calculate ARR for India on the 5th of April, we shall be using total recovery on 5th April and the total number of positive cases on the 22nd March.<br />

Now one may infer many things from above ARR curves as follows:<br />
1) Continuous decrease(Negative slope) in the ARR curve indicates the outbreak is going beyond control.<br />
2) Continuous increase(positive slope) in the ARR curve indicates the situation is well within health capacity.<br />
We emphasize that at least one week should be considered for continuous decrease/increase. Let us list a few points which we can infer from above ARR curves for various countries.<br />
<h3 style="text-align: left;">
<b> Italy </b></h3>
The continuous decrease in ARR from 26 March( reported cases date 12 march) matches the massive outbreak in Italy which has overwhelmed their health capacity. The rate of decrease of ARR has slowed from 5th April(reported case date 22nd march) which also emphasizes the situation is getting a little better.<br />
<h3 style="text-align: left;">
South Korea</h3>
They aggressively work on the technique of "testing, testing, testing" and isolating positive cases that is fully reflected in our ARR curve. We can see a continuous increase in the ARR curve. This further indicates that they have been successful to keep the outbreak within their health capacity. ARR has not yet reached 80-95% but that can be explained from their aggressive testing which has decreased the delay between the actual date of infections and reported date. <br />
<h3 style="text-align: left;">
US</h3>
The ARR curve shows an increase between 24-30 March(10-16 March for reported cases) due to less testing during that time. The high rate of decrease in the ARR curve after the period clearly indicates that the outbreak in the USA happened at a higher rate than Italy.<br />
<h3 style="text-align: left;">
India</h3>
Large fluctuations in the ARR curve clearly indicate that India doesn't have sufficient data of cases to make any claim regarding the decrease/increase of outbreak of COVID19 as of 7th April(24th march for reported cases). We may be able to see a clear picture on 21st April(7th April for reported cases) for making any claim regarding the direction of the outbreak.<br />
<h3 style="text-align: left;">
United Kingdom </h3>
Nothing much to say about UK, Continous decrease and very small ARR indicates that the outbreak is increasing each day and their health system is not able to treat the patient well in comparison to other countries. It seems they are NOT prepared at all, or they were looking at herd immunity only.<br />
<h3 style="text-align: left;">
China</h3>
The positive and smooth increase in the ARR curve(till 94%+) clearly indicates that China has almost won the fight of COVID19 if their reporting is trusted.<br />
<h3 style="text-align: left;">
World except for China</h3>
The continuous decrease in the ARR curve from 1st April(25th march for reported cases) shows that the outbreak of covid19 has worsened across the world except for China.<br />

The high values of ARR for <b>France, Spain, Belgium, and Germany</b> indicate that their health system is prepared better as on 27th March(13th March for reported cases) and patients are responding to treatment faster in comparison to other countries. However, the continuous sharp decrease in ARR also emphasizes that the outbreak has increased sharply in these countries(13th March-25th March for reported cases) and things seem to be going out of control very fast. <b>Germany</b> seems to take the situation back under control from 6th April(23 March for reporting cases) onwards. Iran, where the outbreak has happened earlier now, seems to take things under its control. <b>Russia</b> does not have sufficient data yet to make any strong claim about the direction of the outbreak.<br />

Eligibility to become teachers is NET after postgraduation with PhD degree(Not mandatory but desirable as per newly drafted UGC guidelines). Let's say we can manage 50% of teachers without a PhD degree, even then we will require 8.35lac PhD degree holder as of now to achieve 1:10 and similar no of postgraduate with NET! but we don't have either of them! Only 25K PhD degree(approx) are being awarded every year. We require additional 13.195 lac PhD degree holder by 2028 to have 50% teachers (1:10) with PhD. With current rate, we shall be having only 2.5 lac! </span><br />

To appoint such huge no of faculty even spread over a decade or two decades, we will also require some sort of central body to monitor the whole recruitment process! India also need to attract huge no of international student to do PhD here by offereing better facility and fellowship and similar goes for faculty positions as well. </span><br />

<span style="font-size: small;"><span style="font-family: "courier new" , "courier" , monospace;">EK PEHAL is a journey which began on 7th January 2015 in a <i>aanganbadi school </i>outside Gate No. 7 of IISER Kolkata with dedicated founding volunteers - Preethi Thomas, Abhinash Kumar, Sai Madhav, Shubham Chaudhary, Rohit Bhagwat, Prithvi Raj and Jayshree Deheria. I was alloted the job of registration of children from nearby villages to our campus (mostly belonging to underprivileged families) and then teaching them mathematics on the very same day. Within one month, EK PEHAL shifted to air-conditioned classrooms in Lecture Hall Complex of the institute, thanks to the immense support of IISER Kolkata administration especially former director Prof. R. N. Mukherjee. In the beginning EK PEHAL started with children of class IX -XII only, later with increasing no of IISER Kolkata student volunteers, class V-VIII students were also accommodated in this initiative. At present, children visit our campus daily during evening hours as per their schedule which vary on the basis of standard and medium(Hindi/Bengali). </span></span></div>

<span style="font-size: small;"><span style="font-family: "courier new" , "courier" , monospace;"> Our main focus is to improve the fundamental basic of Mathematics and Science of children through interactive and demonstrative sessions along with communicative English classes, extra- curricular activities to boost children's confidence.</span></span></div>

<span style="font-size: small;"><span style="font-family: "courier new" , "courier" , monospace;">By understanding about various shortcomings in an individual child as well teaching volunteers, EK PEHAL team decided to go for aptitude test for children in mathematics at admission time to find suitable topics to be taught to them as per their actual potential and assign them appropriate teaching volunteers. I proactively chose the responsibility for this aptitude test (designing, conducting and evaluation). This test had five sections A, B, C, D and E with questions of the level of 1st to 5th Standard, 6th-7th standard, 7th-8th standard, 8th-9th standard and 10th standard of Indian schooling system, respectively. All children were given questions beginning from section A up to their assigned standard in school. After evaluation, almost all students were found to be lacking and were not up to the mark for their then assigned standard in school. We were not surprised at the results as we understood that almost all of the students studied in nearby government schools which failed to provide quality education in terms of clarifying basic concepts. Consequently, our team of volunteers were at first, assigned to teach Basic, Intermediate and Advanced level mathematics depending on at what level a particular student was unable to attempt the questions. As mentioned earlier we had already identified each student’s potential from the aptitude test to children. Currently this has become the standard practice for all children who get enrolled in EK PEHAL for mathematics class and a similar format is being followed for teaching English as well.</span></span></div>

It gives me immense joy to see the "Quality smiles" on their faces when they understand any topic which they initially considered difficult due to low confidence. Over the last few months I got very close to a group of students (I had taught them Physics & Mathematics in their IX-X) and so I took them for a dinner treat in a restaurant in Kalyani when my first research paper got published.</span></span></div>

<span style="font-size: large;">Ministry of Human Resource Development (MHRD), Government of India established Indian Institute of Science Education and Research (IISER) in Kolkata and Pune in the year 2006 to promote the quality Basic Science by integrating teaching with state of art research facility. MHRD has established five more IISERs as of now located at Mohali(2007), Bhopal & Thiruvananthapuram (2008), Tirupati(2015) and Berhampur (2016). </span><br />
<span style="font-size: large;"> In very short time, IISERs have made the significant impact within India and abroad as well. Graduating students both BS-MS and Ph.D. are getting Ph.D./Post-Doctroal opportunities in best institutions of the world. In recently announced NIRF(National Institutional ranking Framework) 2017 by MHRD, four IISERs (Pune-29, Kolkata-44, Mohali-52, Bhopal-98) have secured the place in top 100 Institutes of India in overall category(considering all branches of study in India). </span><br />

<span style="font-size: large;">Two meetings 1)IISER Standing Committee on 23rd June 2016 chaired by previous HRD Minister Smt. Smriti Irani, 2) NITSER Council meeting on 26th May 2017 chaired by current HRD Minister Shri Prakash Javadekar, have changed the whole perspective of Indian govt. towards IISERs which resulted in massive 150-275% fee hike for BS-MS to Ph.D. students. This illogical hike which can put a break on the progress of quality basic science and outreach of science as well, have brought huge disappointment in IISERs students.</span><br />

Now one has to pay ₹30,000-₹40,000 as tuition fee per annum in addition of 25000-30000(except mess charges of 35,000-45,000) per year as fees for other facilities like library, hostel, exam etc to pursue Ph.D. at IISERs.</span></div>

<span style="font-size: large;">It will not be wrong if one generalize that most of the students who pursue Ph.D. in India belong to middle or lower middle-class family. Even for many students, Ph.D. fellowship is the only source of income in their family. This fee hike of 200-275% for Ph.D. students has clearly closed the doors of IISERs for many talented students of India. </span></div>

It is well known that IISERs have already seen fund cuts by MHRD in last few years in addition to indirect fund cut by such massive fee hike. As per informal sources, MHRD has further threatened IISERs to cut more funds if they do not implement this hike.</span></div>

<li><span style="font-size: large;">Relations with foreign countries has been good so far (except few Chinese activity in the beginning :P ) with the help of excessive foreign visits of our PM!</span></li>

<li><span style="font-size: large;">I am not happy with few features of Land Accusation bill, all other feature of bill are good. " <strong>Farming land shall been left for farming only".</strong></span></li>
<li><span style="font-size: large;">Petrol prices has been big flaws for this Sarkar. They should have delivered more user friendly prices in the era where crude oil were at its lifetime minimum!</span></li>
<li><span style="font-size: large;">You can say this point as cons or not! actually it is not cons, it was the way to come in power. This Gvt. made some Hyperbolic promises on the issue of Black Money within 100 Days, Article 370 , Employment etc and those have been failed as expected. Now they have been called as "Chunavi Jumla" .</span></li>
<li><span style="font-size: large;">In the field of higher education and research, this Govt. has disappointed us so far with its decision!</span></li>
<li><span style="font-size: large;">There are more but I will not list, you may analyze them as per your need!</span></li>

<span style="font-size: large;">Let me give you some points (these are not arranged ,just fruits of my mind one after another)</span></div>
<div style="text-align: left;">
<span style="font-size: large;">1. It is heard from those political system that FYUP was against national policy of education 10+2+3.In 4-5 institutes in India, 4 year undergraduate courses are running already.</span></div>
<div style="text-align: left;">
<span style="font-size: large;">2. After DU new Proposal of giving honours in 3 year and honours wd research in 4 year, they(political systems) changed their stand and started saying : "Duration was not our issue, Course contents was our issue"</span></div>
<div style="text-align: left;">
<span style="font-size: large;">3. As I remember a student union claimed that they had a referendum from 50000+ students in August 2013, 80% were against FYUP. Were all of 50K+ students are fresher (students of FYUP) , even if yes, why not they or UGC or political systems conduct fresh referendum only from students those have completed 1 year in FYUP. Why HRD heard voices of protest lead by irrelevant students ( I doubt that in any protest against FYUP, there were 10% FYUP students).</span></div>

<span style="font-size: large;">4.They had major problems with FOUNDATION COURSES. They could struggle to improve it but they did not, Why only they can answer.</span></div>
<div style="text-align: left;">
<span style="font-size: large;">5.They have ignored dozens of benefit of FYUP over few drawbacks. Instead of repairing a house they broke the house.</span></div>
<div style="text-align: left;">
<span style="font-size: large;">6.If a student was getting BTech by just spending 8000 -20000 per year, what they(political system) were loosing. Some said It was not approved by AICTE but I think UGC approval is enough for B.Tech. course in India now. They might have few problems with course they can seek a improvement. Various times in various universities courses had improved or modified. But no, they only wanted to deleted it .for what I don't know.</span></div>

<span style="font-size: large;">7.Opitional 4 year could be great for 20 to 30 % of students for various purposes as for science students, 4 yr. undergraduate can directly do PhD from various IITs, IISc , IISERs and TIFR etc. They could have visit abroad. And many more, but no one cared!!!</span></div>

<span style="font-size: large;">8. DC-II was awesome feature of FYUP. Students were getting to study some other area of own interest. DC-II was also enabling students to join various master courses(even after exiting at 3rd year) in either DC-I or DC-II. For 12th passed student, who was not getting admission in his/her most strong or favourite subject due to less marks in board exams had a option that he could have taken admission in less favourite subject and study his/her subject as DC-II. But no one saw it. Was everyone blind to see it!!</span></div>

<span style="font-size: large;">9.Contract with NSDC was going to help students if not much then little bit.</span></div>
<div style="text-align: left;">
<span style="font-size: large;">10. Feature of student presentation was improving skills of a student.</span></div>

<span style="font-size: large;">11. Laptops were helping students in their study ie programming papers, ppts etc.</span></div>

<span style="font-size: large;">There are thousand of words in my mind to come out but I stop here and put you on think!!</span></div>

<span style="font-size: large;">Are they(political systems) won this fight really. If they think yes then NO comments on them. They understood themselves very well.</span></div>

<span style="font-size: large;">I request you to share it to max and help me so that it can reach to few of those political systems. May be they can think more critically on further issues than politically as they do almost every time.</span></div>

<span style="font-size: small;">In last two years railway fare has been increased several times and promised to improve security, facilities etc.. But result we all know very well situation of passenger in a train in India.. It is almost same as It was 5 year back!!!!</span><br />
<span style="font-size: small;">Now they have increased it again !!</span><br />
<span style="font-size: small;">I am not blaming any government or political party.But I must say , at time of election : “Give us vote, then we will give development to you, better days to you.. ballaahaa ballaahhh..”</span><br />
<span style="font-size: small;">But on other side : We are increasing fare so that we can give better facility to you after 1 or 2 year…</span><br />
<em><span style="font-size: small;">NETA JI, Vote pahle do fir devlop karenge, auar yahan paisa pahle mang rahe ho fir facility doge!!! </span></em><br />
<span style="font-size: small;">First of all, Indian railway should give facilities then seek for fare hike…</span><br />
<em><span style="font-size: small;">wi-fi laga nahi train me hum uska paisa pahle se hi dene lage !! Hum bewkoof h kya!!!</span></em><br />
<em><span style="font-size: small;">Security, ye to pahle se hi railway ka farz tha jo wo dhang se nibha na saki aur ab bolte h ki agar security chahiye to aur paisa do!!!</span></em><br />
<span style="font-size: small;">If economical situation of railways is not good, they why is railways increasing the salary of its employees every year at high rate!!! Why railway give concession and passes to its employee.. They earn enough and they can afford full fare.. But no railway will throw own burden on you, me, us, public… If they can take some hard steps for these things and control corruption in railways they can increase the profit of railway by 20 to 25 % then there will be no need of 14-15% of fare hike!!!</span><br />
<span style="font-size: small;">Why not railway charge extra fare on ticket booked on HEAD OFFICE QUOTA.If they just doubled the fare of said quota then income can be increased by 2-3 % as in every train there are 2-10% head office quota!!</span><br />
<span style="font-size: small;">Why they can not decrease the allowance given to employee to improve its situation..no they only want to loot us and distribute among themselves!!</span><br />
<span style="font-size: small;">Please keep in mind by employees I don’t mean railway low class workers!</span><br />
<span style="font-size: small;">I strongly criticize this fare hike!! Government should withdraw it immediately and look into alternative to improve its situation. </span><br />

Now a days, Student unions of university of Delhi are protesting again University of Delhi officials and demanding withdraw of FYUP!!<br />
Many students also think that FYUP is not good. I have seen few reasons written on banners of those unions.<br />
1. <strong>Wastage of Money and Time!!</strong><br />
They are claiming that student will waste now one more year and money too!! But perhaps they have forgotten that in FYUP, you can leave the course even after three year with graduate degree and you can do MSc, MA, M.Com etc. Yeah and if you want to study advanced topics then you can continue in 4th year. After having 4 year degree you will have bright future ahead specially study in abroad. In fact University of Delhi is thinking to offer 1 year postgraduate degree for students having 4 year degree. And one more thing, even many old students with 3 year degree waste their one more year in coaching and preparation to get admission in post graduate courses so now they may enjoy 2 trial for those examination without dropping/breaking their education, one in their 3rd year(If you get selected leave the course and join your postgraduate ) and if not you can continue 4th year and preparation also and get admission even in abroad. <br />
<br />
And except your DC-I or main subject, you can choose any other subject of your own interest to study as DC-II. That mean student pursuing B. Com hons can also study physics .. This will enable more option to student for their higher study.<br />
<br />
So who don't like 4 year degree, you can leave after 3 year. No one will stop you.<br />

It may be possible that some students are good in these subjects already but university has made a common syllabus for every student from all over India.<br />
A student who don't know Hindi, and He/She can get a chance to study a practical Hindi !! How it can be useless!!<br />

3. <strong>Lack of faculty and infrastructure</strong><br />
This was only one reason written in those banners that have little bit sense to make. These things can be solved in near future. Those union can demand to improve this. But demand of withdraw of FYUP is totally non sense.<br />

think that is right, that is good, that seems charming and usually finds
contradiction to others in our views. Rather than respecting the views of
others, We start fighting to make other to be agree on our views and forget

let’s return on current politics going in our country especially in Delhi.
There is huge debate going among people of Delhi even outsiders of Delhi.
Everyone is trying to prove that his favourite party is right and others is
wrong even in my friends group. I should thanks the fight of my friends to make
me inspired to write this funny blog. Supporters or lover or followers or “we”
are just involved in proving others wrong. I am not saying that it is wrong.
It’s good for INDIA. At least we have started talking on politics. That’s big
change happened in last few months. Without being the supporter of any party, I
would like to give full credit of it to AAP. In my life, I have only seen new
parties as product of nuclear fission (A big element divides into two smaller
elements) :P that there were no genuine new comers. I don’t know how much they
(AAP) are honest or right but when we have given our trust to others so what is
wrong in giving a chance to a new comer.<o:p></o:p></span></div>

come on the point of taking support of enemy, I don’t know what realty is. But
what I thinks: ‘Re-election is never a good option neither for country nor for
us’. Who likes to sit in exam again and again? We can’t get things always as
per we think in life. We learn to compromise our needs, ego etc. according to
situations. That’s why we (human) are sustained on this earth.<o:p></o:p></span></div>
